Reliably Slow (to) Act

@ronanmcd Haha! They can’t act. They can:
- Hand out licenses
- Modulate how often we need to buy new cars
- Hand out hi-vis
- Ask people to stay out of the way of drivers

@kevinteljeur @ronanmcd Conor Skehan wrote about that last one in the Sindo at the weekend. Basically, vehicles don't cause road deaths and speed limits aren't a problem, it's pedestrians and cyclists putting themselves in the way of vehicles.
