@mzdravkov @aral Hezbollah is a political party which operates many civilian institutions such as schools, hospitals, and media outlets. So yes, civilians that are part of Hezbollah's infrastructure would also have those pagers.

@aadil @aral It is also a powerful military organization, widely regarded as e terrorist one. Those pagers were purchased to protect sensitive operational communication. Why would you go at such length to keep secret information channels with schoolteachers and doctors?
