"Maine #GovernorJanetMills criticized the Trump administration on Monday just days after it moved to cut all federal #education funding to the state. The move came in response to Maine’s refusal to enforce the administration’s directive to ban transgender athletes from competing in women’s sports.
In an interview on MSNBC’s 'Morning Joe' Monday, Mills said the state received a series of letters from federal agencies, culminating in an April 2 letter from Agriculture Secretary Brooke Rollins, which the Maine governor described as 'appalling' in tone and substance. Mills said the next day Rollins threatened to pull all education funding to the state.

" 'Because there are maybe two — at most — two transgender athletes competing in Maine schools right now, they decided to shut off funding for our school nutrition program, the school lunch program entirely, on which 172,000 Maine school #children rely for their school meals. That didn’t make any sense,' Mills said. "

#Harvard professors sue #Trump administration over funding cut threats

"The Harvard chapter of the American Association of University Professors sued the Trump administration Friday over what they call an 'unlawful and unprecedented' attempt to use federal funding cuts to restrict #FreeSpeech.

"The #DepartmentOfEducation announced in late March that it would review $8.7 billion in federal grants and contacts given to Harvard, alleging that the school failed to prevent #antisemitic discrimination on campus.

"The Trump administration then unveiled a broad set of demands on April 4 the university must agree to in order to keep getting federal funding, including cutting all diversity, equity and inclusion programming, and modifying any programming and departments that 'fuel antisemitic harassment.' The administration gave Columbia University a similar set of demands in March, which the school agreed to.

"The lawsuit by the professors' group, filed in #Massachusetts federal court, alleges that the administration's federal funding review violates the #TitleVI of the #CivilRightsAct, which prohibits discrimination in programs that receive federal funds. The court filing says the law requires specific procedures to cut federal funds and that the Trump administration has not taken any of those steps.

"The group said in a press release that the administration's actions are in effort to create a chilling effect among universities and faculty to stop speech that the president does not like.

" 'Eliminating discrimination and protecting all students is important,' said Nikolas Bowie, a Harvard law professor and the secretary-treasurer of the school's #AAUP chapter, in a statement. 'But Trump is defying the Civil Rights Act, terrifying students, and illegally holding hostage grants for hospitals and scientific research so he can accomplish his real goal of punishing academics for our politics.'

"The lawsuit says that the actions by the administration have 'already caused severe and irreparable harm by halting #academic #research and #inquiry at Harvard.'

"This is the second suit that the Harvard AAUP chapter has filed against the Trump administration this year. The first was a joint suit with other chapters, including one from Columbia, over federal efforts to deport #MahmoudKhalil and students that engaged in #ProPalestinian #activism."

"The Department of Education on Friday referred a #TitleIX investigation into Maine schools to the #JusticeDepartment after the state failed to reach a resolution with the Trump administration over a finding that it violated federal anti-discrimination law by allowing transgender students to participate in girls’ sports.

" 'The Department has given Maine every opportunity to come into compliance with Title IX, but the state’s leaders have stubbornly refused to do so, choosing instead to prioritize an extremist ideological agenda [sic] over their students’ safety, privacy, and dignity,' said Craig Trainor, acting assistant Education secretary for [WHAT A JOKE] civil rights.

"The Education Department in its announcement said it will also initiate administrative proceedings to determine whether to terminate federal #K12 education funding for Maine’s state education department, including formula and discretionary grants.

"'The Maine Department of Education will now have to defend its discriminatory practices before a Department administrative law judge and in a federal court against the Justice Department,' Trainor said. 'Governor [Janet] Mills would have done well to adhere to the wisdom embedded in the old idiom — be careful what you wish for. Now she will see the Trump Administration in court.'

"Both the Department of Education and the Department of Health and Human Services (HHS), which recently began investigating schools and states that allow transgender athletes to compete in girls’ sports, said in March that Maine had violated Title IX, the federal civil rights law against sex discrimination that the Trump White House says prohibits trans athletes from competing on girls’ and women’s teams."

"A court says the federal government cannot freeze Maine’s funding from the Department of Agriculture.

"This comes after the USDA announced it was freezing Maine’s funding when the state would not comply with federal #TitleIX interpretations.

"Under this new ruling, the court is granting Maine a temporary restraining order, saying the federal government must unfreeze and release federal Department of Agriculture funding back to Maine.

"That includes money for things like #SchoolNutrition and #FoodBank programs.

"The Trump administration cannot freeze or withhold funding while this restraining order is in place, and the two sides will have to meet in court, though a date has not been set.

"Maine Attorney General #AaronFrey says this temporary restraining order confirms the Trump administration did not follow the rule of law when it cut program funds that go to feed school children and vulnerable adults.

" 'This order preserves Maine’s access to certain congressionally appropriated funds by prohibiting an unlawful freeze by the administration,' Frey said. “No one in our constitutional republic is above the law, and we will continue to fight to hold this administration to account.' "

"The Justice Department had asked the court to throw out an April 4 order by U.S. District Judge Paula Xinis requiring the administration to 'facilitate and effectuate' the return of #KilmarAbregoGarcia. The judge had issued the order in response to a lawsuit filed by Abrego Garcia, a Salvadoran migrant who was living in Maryland and has had a work permit since 2019, and his family challenging the legality of his deportation."

NEW YORK (AP) — "Facing a deadline from an immigration judge to turn over evidence for its attempted deportation of Columbia University activist Mahmoud Khalil, the federal government has instead submitted a brief memo, signed by Secretary of State #MarcoRubio, citing the Trump administration’s authority to expel #noncitizens whose presence in the country damages U.S. foreign policy interests.

"The two-page memo, which was obtained by The Associated Press, does not allege any criminal conduct by Khalil, a legal permanent U.S. resident and graduate student who served as spokesperson for campus activists last year during large demonstrations against #Israel’s treatment of #Palestinians and the war in #Gaza.

"Rather, Rubio wrote Khalil could be expelled for his beliefs.

"He said that while Khalil’s activities were 'otherwise lawful,' letting him remain in the country would undermine 'U.S. policy to combat #AntiSemitism [sez the folks who do the #Nazi salute] around the world and in the United States, in addition to efforts to protect Jewish students from harassment and violence in the United States.'

The Maine State Library announced Wednesday 13 staff members, whose positions are supported by federal funding, were laid off.

"The Maine State Library announced layoffs on Wednesday, citing an ongoing inability to access federal funding.

"The announcement comes after President Donald #Trump signed an executive order in March deeming the Institute of Museum and Library Services (IMLS) 'unnecessary' and slated to be dismantled, later placing the entire agency's staff on administrative leave.

"The Maine State Library said in a news release that IMLS funding represents 30 percent of its annual budget and has not received any communication from IMLS on if or when funding might be restored.

"The state library said it last received funds from its 2025 federal award advance through the IMLS on March 24.

"Thirteen employees whose positions are supported by federal funding have been laid off, the state library said. Those employees represent approximately 30 percent of Maine State Library staff.

"The Maine State Library said the layoffs could be rescinded if funding is restored.

"Starting on Thursday, the Maine State Library will close for a two-week reorganization period where its location at 242 State St. in Augusta will not be open to the public.

"'Losing access to this Federal funding harms Maine residents and will have negative consequences in communities across the state," Maine State Librarian #LoriFisher said in the release. 'Despite these significant cuts, the Maine State Library remains committed to advancing the mission of libraries in Maine and to serving every library patron to the best of our ability.'

"In 2024, the Maine State Library says it received $1,526,754 from the #IMLS Library Services and Technology Act Grants to States program which supports services including #HighSpeedInternet for public libraries; #InterlibraryLoans, #EBooks, and #audiobooks; services for #VisuallyImpaired patrons; and professional development for library staff.

"The library says it is continuing to evaluate the range of impacts on library services from the funding cuts and hopes to provide further updates as they become available.

"Following Trump's executive order, Maine Attorney General Aaron Frey joined 20 other attorneys general in a lawsuit to stop the Trump administration from dismantling a handful of agencies, including the IMLS."

"The Justice Department revoked funding for the Maine Department of Corrections over the state’s placement of a transgender woman in a women’s prison, Attorney General Pam Bondi said Tuesday.

"Bondi made the announcement during an interview with Fox News, saying the department pulled all 'nonessential' funding from the state corrections department on Monday after federal officials learned 'a guy' was serving time in one of the state’s two women’s facilities. Bondi said the inmate was convicted of murder.

"The loss in funding for the department totaled upward of $1.5 million, according to Fox News. The Justice Department did not return a request for comment.

"In a news release, Maine’s corrections department said it received formal notice from the Department of Justice on Monday that certain federal grants 'are being terminated because they ‘no longer effectuate the program goals or agency priorities.' The cuts will impact state-run initiatives related to #SubstanceAbuseTreatment and support for #children with incarcerated parents, the corrections department said.

"The notice from the Justice Department, a copy of which was obtained by The Hill, does not mention transgender inmates. 'While the Department is aware of related public statements by the United States Attorney General, the notice is the only communication that has been received by the Department,' Maine’s corrections department said.

"The move by the Justice Department is the latest development in a monthlong battle between the Trump administration and Maine over the state’s refusal to ban transgender student-athletes from girls’ and women’s sports as ordered by the president."

"Maine Attorney General Aaron Frey filed a federal lawsuit against the Trump administration Monday challenging the U.S. Department of Agriculture’s decision to withhold federal funds over Maine’s policy allowing transgender athletes to compete in girls high school sports.
Frey’s office said funds withheld by the administration are used to feed children in schools, child care centers and after-school programming, as well as disabled adults in congregate settings.

"It is the first lawsuit to result from the Trump administration’s actions targeting Maine over trans athletes.

"'Under the banner of keeping children safe, the Trump administration is illegally withholding grant funds that go to keeping children fed,' Frey said in a written statement. 'This is just another example where no law or consequence appears to restrain the administration as it seeks capitulation to its lawlessness. The President and his cabinet secretaries do not make the law and they are not above the law, and this action is necessary to remind the President that Maine will not be bullied into violating the law.'"
